The National Council for Tertiary Education (NCTE), the National Teaching Council (NTC) and the Colleges of Education Principals’ Conference (PRINCOF) with support from Transforming Teacher Education and Learning (T-TEL), has conducted a 2-day Reference Group Workshop to review drafts of a National Gender Policy and National Sexual Harassment Policy for Colleges of Education in Ghana. The workshop took place from 7th – 8th March, 2018 at the AH Hotel in East Legon, Accra.
This consultative process sought to gather feedback from key stakeholders with gender and sexual harassment expertise at the early stages of the policy draft process. These policies are aimed at providing equitable and safe education for all females and males in Ghana.
The reviewers’ inputs will be incorporated in the final versions of the policy documents and submitted to the National Council for Tertiary Education for onward submission to the Minister of Education.
Gender in Education Policy for Colleges of Education and Tertiary institutions
The goal of the policy is to promote gender equity and equality in education by addressing gender-based discrimination in the education system, particularly at the tertiary level. It will align with and build up on the 2017 Gender in Education policy for the pre-tertiary level. It specifically aims to improve the gender-responsiveness of colleges of education in order to:
- improve female enrolments (which will improve further with the implementation of the pre-tertiary policy solutions)
- increase female CoE completion rates so that there are more female teacher role models for girls
- improve the gender responsive pedagogy that both female and male teachers learn during pre-service training and apply when deployed as teachers
The policy is guided by the following principles: Complementary, Non-discrimination, Affirmative action, Sustainable development, Economic sense, Political will and Resource availability.
Proposed sexual harassment in Education Policy for Colleges of Education
The goal of this policy is to provide clear definitions, processes and protocols surrounding sexual harassment in tertiary education institutions, in order to reduce and prevent its occurrence. The policy will align with and build upon the gender responsive strategies outlined in the 2018 Gender in Education policy for the tertiary sector. It will also provide guidelines for formal reporting systems for sexual harassment.
The Sexual Harassment in Education policy is guided by the following principles: Mutual Co-existence, Non-discrimination, Non-violence, Fairness and confidentiality and Political will.
